EIC President presents new CR Report in Addis Ababa

EIC President Philippe Dessoy presented on 24 March EIC’s new Corporate Responsibility Report and recommendations for Best-Value-for-Money Procurement at the African Union headquarters in Addis Ababa.

A Workshop titled “Construction Industry Transformation Programme”, held in the African Union’s Nelson prestigious Mandela Hall in the presence of Ethiopia’s Minister of Construction, H.E. Engineer Aisha Mohammed Mussa, EIC President Dessoy assured the African audience that European international contractors follow a wide range of international environmental, ethical, social standards and guidelines which they are keen to implement in Africa. He noted with reference to EIC’s “Blue Book on Sustainable Procurement” that a sustainable project performance requires a sustainable procurement policy and a tender procedure that aims at the selection of the best-value offer rather than the lowest price. 

EIC advocates Best-Value-for-Money Procurement

EIC appreciates the steps taken by the World Bank and some bilateral development banks, such as Agence Française de Développement (AFD) and KfW-Development Bank (KfW), to introduce Value for Money Procurement as a core procurement principle. This means a shift in focus from the lowest evaluated compliant bid to bids that provide the best overall value for money, taking into account quality, cost, and other factors as needed.

EIC trusts that other Multilateral Development Banks, including the African Development Bank and the European Investment Bank, will also incorporate Value for Money as a key principle in their respective Procurement Policies and practices. Still, Value for Money Procurement is an option offered by the international financiers, which has to be implemented by each individual Borrower and Contracting Authority.   EIC’s position was also published in the conference magazine printed in 1,500 copies and distributed on the event.
