EIC meets with World Bank Group, IDB and MCC in Washington
Washington: EIC Vice President Philippe Dessoy and EIC Director Frank Kehlenbach met in the context of the CICA mission to the World Bank Group from 10-14 October 2022, led by CICA President Irwin Perret from Venezuela, various representatives from the World Bank Group, from the Inter-American Development Bank (IDB) and from the U.S. Millennium Challenge Corporation (MCC). The EIC delegation also comprised several European international contractors from The Netherlands and from Portugal.
EIC used the opportunity to familiarise the Chief Procurement Officer of the World Bank, Enzo de Laurentiis, and his team, several European Executive Directors of the World Bank, the Lead Procurement Specialist of the IDB, Victor Escala, and the Senior Director of the Department of Compact Operations of the U.S. MCC, Mike McEntire, about the upcoming EIC/EFCA Toolkit on Sustainable Procurement for Large Civil Engineering Works as well as about the EIC Statement on the Impact of the Russian-Ukrainian War on Construction Contracts and New Tenders.
The World Bank and the IDB expressed an interest in the EIC/EFCA Toolkit as such document was consistent with their own efforts to strengthen their borrowers’ application of Value-for-Money decision-making and capacity-building in the field of public procurement. MCC emphasised that it was using already a two-envelope procurement system for its infrastructure tenders but was interested in EIC’s recommendations on measurable criteria in the field of sustainability.
EIC will finalise a first draft of its Toolkit on Sustainable Procurement in close collaboration with the European Consulting Federation EFCA before the end of the year 2022 and then intensify the procurement dialogue with MDBs and European development financing agencies.
