EIC presents its Position on Collaborative Contracting at Global Procurement Conference

EIC Board Member, Philippe Dessoy, presented on 04 July 2025 EIC’s perspective on Collaborative Delivery Models at the 10th Global Procurement Conference (GPC) held at Villa Mondragone in Frascati. The conference organised by TOR Vergata University of Rome convened an international audience consisting of procurement experts from International Financial Institutions and regulatory bodies, policymakers and contracting authorities to discuss the latest developments in global public procurement. The session on Collaborative Procurement was suggested by EIC and was chaired by former EBRD Head of Procurement, Jan Jackholt.

In the context of the GPC, Andy Cochrane from the World Bank explained the Bank’s new procurement policy for investment financing with a special emphasis on the Bank’s new key requirement of a 50 percent minimum quality weighting for most internationally competitive procurement. To implement this new policy, the Bank requests Borrowers to make better use of the two-envelope system which allows the technical aspects of a bid to be evaluated before the financial aspects, potentially leading to a fairer assessment. The new World Bank policy has already been implemented successfully. Since the inception of its new procurement policy, 14 out of 27 Bank-financed contracts were awarded to either the highest quality bid or to a non-lowest bid.

Other relevant GPC sessions tackled the issues of ‘Procuring Critical Infrastructure during and after War’ and ‘Energy Efficient Procurement’ as well as ‘Unsolicited Proposals and Public Private Partnerships’.
