EIC attends Ukraine Recovery Conference 2025 in Rome
EIC was invited to join the 4th edition of the Ukraine Recovery Conference on 10-11 July 2025 in Rome and to co-organise an official Conference Side Event together with FIEC, ANCE and CPU titled ‘The Green Reconstruction of Ukraine’. The URC 2025 in Rome convened more than 3,000 participants, including 100 official delegations, 40 international organisations, and hundreds of private sector representatives. During the two days, it featured plenary sessions, thematic panel discussions, workshops, a business fair, signing ceremonies and special side events organised by international partners and Ukrainian institutions.
EU Commission President von der Leyen committed new financial EU support totalling EUR 2.3 billion (EUR 1.8 billion in loan guarantees and EUR 580 million in grant and blended finance) signed with international and bilateral public financial institutions. These funds are expected to mobilise up to EUR 10 billion in investments in Ukraine’s economy. She also announced a new European Flagship Fund for the Reconstruction of Ukraine, backed by the EU Commission – through EIB – France, Germany, Italy and Poland. With an initial capital of €220 million, the Fund aims to mobilise €500 million by 2026 – with further fundraising foreseen as security conditions improve.
The President of Ukraine, Volodymyr Zelenskyy, called upon Western partners to set up a Marshall Plan for Ukraine financed by frozen Russian assets and he announced that Ukraine will only welcome ‘true partners’, i.e. those who are not helping Russia continuing this war, to participate in the reconstruction of Ukraine.
European international contractors will be able to become active in Ukraine when the Russian aggression has ended. EIC already published Key Recommendations for the Reconstruction of Ukraine together with partner federations back in April 2023.
Therefore, it was good to hear that the EU will do whatever it takes to support Ukraine’s resistance. Further good news came from London, where the U.K. and France announced completion of their preparations to secure a possible ceasefire in Ukraine and a European Ukraine peacekeeping force.
