Comparative Study on CO2 emission methodologies in Europe
In December 2023, EIC, FIEC and ENCORD jointly published their ‘Manifesto on Achieving Carbon and Resource Neutrality in the European Construction Sector’ outlining a long-term vision and Action Plan to reduce greenhouse gas emissions and increase resource efficiency in the European construction industry. The respective Procurement Chapter highlights that public procurement plays a key role as catalyst for change by ensuring that the impact of climate change on future asset value is factored into the evaluation of the Most Economically Advantageous Tender (MEAT) and by developing an appropriate approach to the definition of climate change requirements and incentives to change behaviour and drive improvement and innovation.
EIC is now teaming up with the European Construction Industry Federation (FIEC) and the European Dredging Association (EuDA) to launch a tender for a Comparative Study whose outcome shall facilitate advocacy towards EU Institutions and EU Member States’ governments and towards the Multilateral Development Banks. The objective is to inform them about existing methodologies to quantify and calculate CO2e emissions in public tenders in Europe and to make bidders’ capacity to reduce CO2e emissions an award criterion. To achieve this goal, the requested Comparative Study shall have the following deliverables:
1. A detailed mapping of the different methodologies used within Europe to measure and evaluate CO2e emission reductions in ‘public works’ tenders.
2. A description of the commonalities and differences of the CO2e methodologies and an analysis of the corresponding impact on the legal obligations and liabilities of construction companies.
3. An identification of best practices as well as specific recommendations for helping public authorities to develop the most adequate methodology to measure and evaluate CO2e emission reductions in public works tenders.
