Alessandro Carano is Expert Member of Cabinet of the EU Commissioner for Transport Violeta Bulc. He follows the transport investment and financial instruments including the European Fund for Strategic Investments (EFSI) and the Connecting Europe Facility (CEF), as well as the Trans-European-Networks (TEN-Ts).
Raffaele della Croce is an Italian national, lead manager for the OECD project “Institutional Investors and Long Term Investment”, in the Financial Affairs Division of the OECD. The project aims to facilitate long-term investment by investors such as pension funds, insurance companies and sovereign wealth funds, addressing both potential regulatory obstacles and market failures. As part of the OECD Futures Programme, Raffaele has also worked on the project “Transcontinental Infrastructure Needs to 2030/50” in the Advisory Unity to the Secretary General.
Michel Demarre is Director General of SEFI, the Association of French International Contractors. He has held various positions with the French government and with international road construction companies. From 2008 to 2012, he was EIC President, Vice-President of FIEC (European Construction Industry Federation) and President of the French National Committee of PIARC (World Road Association).
Christian Jabre is Partner and Head of Structured Finance activity at KPMG Corporate Finance in Paris. He leads the structured finance and infrastructure practice for France and francophone countries in Africa. He has advised on over 100 transactions linking the public and private sector including privatisation, PFI/PPP transactions, concessions from strategic advice throughout the deal implementation.
Rima Le Coguic is Director of the Energy and Digital Transitions Department at the Agence Française de Développement (AFD). In this position, she is in charge of AFD’s projects portfolio in these sectors. She previously occupied different position within AFD as head of the infrastructure division and as energy and infrastructure project manager.
Jorge Mas is the President of the Confederation of International Contractors’ Associations (CICA) since January 2017. He is Partner and Director of Mas Errazuriz, a leading company in underground and civil works, both in mining and energy and also infrastructure projects in Chile, Peru, Colombia and Argentina.
Ian Nightingale is Procurement Advisor for the Asian Infrastructure Investment Bank (AIIB). He is a procurement professional and Chartered
Engineer with over 30 years of experience of procurement and contracting in the international development and private sectors. He formerly worked for the World Bank and the European Bank for Reconstruction and Development.
Roberto Ridolfi is Director for Sustainable Growth and Development at DG Development and Cooperation – EuropeAid and chair of the Africa Infrastructure Trust Fund managed by the EIB. He joined the European Commission in 1994 and served as principal coordinator in charge of Public Private Partnership for enlargement from 2001–2004.

Eugene Zhuchenko is Executive Director of the Long-Term Infrastructure Investors Association (LTIIA). He has 17 years of infrastructure experience and previously managed an infrastructure portfolio at APG Asset Management, led M&A projects at Dubai Ports World and APM Terminals and provided transport and energy advisory services at Tebodin Consultants & Engineers and PricewaterhouseCoopers.
